All options assume that recyclable substances are already segregated at household level. Those recyclables and reusable substances that are not segregated at the point of origin, should be separated and converted into usable products at the waste treatment plant. This could be for example compost for agricultural use, recyclable materials or substances with an optimal condition for energy recovery in industrial processes.
The basic idea for a waste management strategy in the Laguna Province is that there is one general treatment concept that comprises several process stages. These stages can be combined in such a way that each LGU gets the best-suited solution. Thus one concept can be used to cater for the different needs of the individual LGUs.
The proposed process stages that can be part of such a waste treatment concept are:
- Decentralized concept: Locally-built, technically simple, for low waste quantities
- Decentralized concept: Technically more sophisticated, for medium waste quantities
- Centralized concept: Treatment plant for several cities, for larger waste quantities
- Centralized concept: Energetic utilization of high calorific fraction and Refuse Derived Fuel (RDF)
In the following, centralised solutions for the urban areas and decentralized concepts for the rural areas shall be depicted as well as the processes and technologies involved and the CAPEX nd OPEX for these processes will be presented.
The study has been undertaken as part of the project "Integrated Resource Management in Asian Cities: The Urban NEXUS". Similar studies have been published for cities in India, Indonesia and Vietnam.
