Water Dialogue Forum // Call for Papers: "Water for Regional Cooperation"
IGAD has designed the Inland Water Resources Management Program, INWRMP, with the objective of harnessing its water resources in an integrated and coordinated manner so as to achieve food security, avoid potential or real water related conflicts and attain peace and sustainable development.The IGAD-INWRMP is going to have a Water Dialogue Forum on "Water for Regional Cooperation" on 3-5 Dec 2014, Nairobi, Kenya. Deadline for papers is 15 Aug 2014.
Sub-Themes
The IGAD Water Dialogue Forum has five sub themes which aim to inform the policy making processes. Thus, the writings should be more of policy oriented and case study focused. ~Water for peace and stability
Water can be either a source of cooperation or conflict. In IGAD region the utilization of transboundary rivers should be based on equitable utilization and no significant harm. This would create a joint utilization of the water resources for peace and security. This section, therefore, would like to assess the water role for the peace and stability of the IGAD region. ~
Water for food security and climate change
Food insecurity is the hallmark of the IGAD region, even if there are rich water resources potential. The timely and proper utilization of water resources is very crucial particularly with the looming of climate change in the region. This section, therefore,is to critically examine the role of water for achieving food security and address the problem of climate change. ~
Water and energy for economic development
The sectoral approach to natural resource usually leads to inefficiency, waste of money and resources. So the nexus approach between water and energy for economic development of the region is deemed necessary. In this regard, the invited papers would focus on this very important nexus and define how to proceed with this approach and interaction. ~
Water for drought resilience
Drought has remained the defining factor of the Horn of Africa. In spite of decades of attempts to address this chronic problems, drought still remains large in the region. A new approach seems mandatory and IGAD's Drought Resilience and Sustainability Initiative (IDDRSI) has been launched as a new strategy under the banner of 'investing differently to end drought emergencies in the IGAD region' ~
Framework for regional water cooperation: Case study
IGAD under its water arm-INWRMP-has been trying to come up with regional water frameworks. The development of IGAD Regional Water Policy has been going on and will be completed soon. This is thus to glean some relevant experiences from other regions' best practices. Case study papers are invited to enrich the IGAD's framework for regional cooperation (the regional Protocol).
