Nexus Regional Dialogues // Alignment of Water Policies with National and Development Policies through the Nexus Perspective in Peru

Summary

Peru aims at contributing to an integrated approach between the water, energy and agriculture sectors in order to achieve improved food security in the longer run. Hence, the current management framework of these resources strives to integrate the water, energy and food Nexus approach on a national, regional and local governmental level.

This study suggests areas of improvement especially within public policies concerning the coordination and management of the respective sectors through aligning and harmonizing their objectives from the national to the local level. Furthermore, the study proposes a way forward in strengthening the capacity of the National Water Authority (ANA) in Peru and its mandate as a national agency for supporting the management of river basins and territories, where respective WEF Nexus policies and corresponding instruments need to be concretized, validated and enriched.

The case of the river basin of Santa Eulalia is being investigated in particular. It contributes substantially to the security of livelihoods of the rural population who depend on diverse agriculture activities (both for self-sufficiency and supply to national and external markets). However, due to factors such as insufficient sectoral governance approaches as well as dramatic effects of advancing climate change (e.g. acceleration of the reduction of glaciers), water, food and energy security cannot be met in the long term.

The interlinkages between water, energy and agriculture are analysed especially for food production within the Santa Eulalia basin. Various connecting components such as economic, environmental, social, cultural and institutional factors are discussed, which often have little visibility in decision-making processes.
The WEF Nexus assessment study proposes concrete areas of improvement especially for national policies from a Nexus perspective.
