National adaptation plans: Opportunities for cross-sector synergies in the nexus between water, food security, forests and energy?

Time: 15:00 - 17:30 Day 2 | Nov 17 Location: OLD LIBRARY BUILDING Room (107+109) CIAT, ILRI, Ministry of Environment, Water and Natural Resources (Kenya) Climate change is a 'wicked problem' — such that land use solutions require integrated approaches, across sectors and scales and between distinct actors. Integrated landscape management is a tool to achieve just that. This session focuses on the connection between climate adaptation and landscapes. It explores how countries can address the complexity, build necessary partnerships, while refining knowledge systems, through national adaptation plans (NAPs). Mainstreaming adaptation into sectoral and development plans, as part of NAPs will provide greater ability to find solutions across 'landscapes' – via cross-sectoral planning, forging stronger linkages between silo'ed ministries and disciplines, in order to focus investment in interventions that can bring multiple benefits in various combinations (e.g. adaptation and mitigation, adaptation and livelihoods, etc.). This session will synthesize emerging lessons learnt from 10 countries on the development of NAPs, including success stories as well as discussion of key bottlenecks.

Key questions the Forum will address

How can NAPs provide a means to address the nexus between water, food security, forests and energy? How can this help overcome cross-sectoral conflicts and optimize adaptation (and other) investments? How do landscapes provide a frame to address this nexus and to convene relevant actors, sectors and interventions to test viable solutions? What can we learn from country experiences to address the nexus in NAPs, as countries begin this process, building off of NAPAs and other climate adaptation plans and policies?
