Nexus Regional Dialogue Central Asia // National ministries of Tajikstan discussed projects to promote water, energy, and food security

The project "Nexus Dialogue in Central Asia" aims to promote joint water, energy, and food security. National ministries of Tajikstan met at the 8th meeting of the National Commission on Irrigation and Drainage (NCID) on December 1, 2021 in Dushanbe.

The 8th meeting of the National Commission on Irrigation and Drainage (NCID) of Tajikistan took place on December 1, 2021 in Dushanbe, where they discussed the interim results of evaluation activities on modernization of the Golodnostep pumping station and introduction of automation system of electricity consumption control in the Sughd province of Tajikistan. These activities were implemented within the framework of the European Union project "Nexus dialogue in Central Asia" and the project “Laboratory of Innovative Solutions for the Water Sector of Central Asia” under the Central Asia Water and Energy Program (CAWEP). The results of the projects on improvement of irrigation systems management and gender issues in water resources management, developed with the support of the OSCE Programme Office in Dushanbe and the Swiss Agency for Development and Cooperation, were also presented during the meeting.

The event provided an extensive cross-sectoral platform to coordinate proposed water and energy activities among sectoral ministries, local executive authorities, academia and civil society. Suggestions and comments received on the preliminary documents will be taken into account during the finalization process. The NCID members also agreed upon the work plan for the next six months.

The meeting was organized by the Agency for Land Reclamation and Irrigation (ALRI) under the Government of the Republic of Tajikistan in cooperation with the OSCE Programme Office in Dushanbe.

For reference: The NCID of Tajikistan was established on the basis of the Decree of the Government of the Republic of Tajikistan №620 "On the establishment of the National Commission on Irrigation and Drainage in the Republic of Tajikistan" dated October 29, 2015. The Regulations and composition of the NCID were approved, and the Land Reclamation and Irrigation Agency under the Government of the Republic of Tajikistan was entrusted to ensure the participation of the Republic of Tajikistan in the International Commission on Irrigation and Drainage.

The main objective of the NCID is to effectively promote a unified state water policy aimed at developing the land reclamation and irrigation sector, ensuring sustainable development of agricultural production, reducing risks of water-related disasters, rational use and protection of water resources, developing and implementing measures for improving water resources management, taking into account water sector reforms, economic rehabilitation of the natural environment, attracting grants and loans for water-related disasters, and improving water resources management.

The second phase (2020-2023) of the European Union project "Central Asian Dialogue to Promote Sectoral Financing through the Water-Energy-Food Nexus" is a continuation of the first phase (2016-2019) and is being implemented by the Regional Environmental Centre for Central Asia (CAREC). The project’s duration: June 2020 – May 2023; total budget: EUR 1.25 million with the EU’s contribution of EUR 1 million. The project is a part of the global Nexus Dialogue Programme, which is supported by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) in five regions.

The project was funded by the European Union.
