WEF Nexus Training Module 2 // German and European Nexus Case Studies

Training Module 2 “German and European Case Studies” presents the main legislative and institutional instruments for Water-Energy-Food Nexus coordination in Germany. By presenting three case studies, the practical application of different implementation strategies and existing legislative and institutional instruments are introduced.

This training module has been developed by the GIZ Nexus Regional Dialogues Programme in cooperation with the Institute for Technology and Resources Management in the Tropics and Subtropics (ITT) of the Cologne University of Applied Sciences to present hands-on tools and instruments on how to approach Nexus challenges in practice. Summary

Training Module II “German and European Case Studies” presents the main legislative and institutional instruments for Water-Energy-Food Nexus coordination in Germany. By presenting three case studies, the practical application of different implementation strategies and existing legislative and institutional instruments are introduced.

The training module primarily aims at decision makers at municipal, national, ministerial and regional policy levels and provides a basis for workshop participants to discuss and reflect on their local or national legislative and institutional contexts concerning Nexus relevant issues. Ideally, this will inspire the development of Nexus approaches that could be implemented in the respective national and regional contexts.

The first section gives a theoretical introduction to German governance structures and mechanisms in place that enable integrated policy solutions. Approaches for coordinating policy areas in an inter-sectoral and integrated manner are presented as well as effective coordination and communication strategies across and between sectors and stakeholders. Thereby, key elements and incentives for promoting integrated decision-making processes at federal and national level in Germany are discussed; for example, tools to involve public participation. Further, conflicts and barriers in implementing the Nexus approach are presented. The special context of environmental policies in Germany from a historical perspective is emphasised in order to be able to understand the current governance regimes and priority issues. The section closes with presenting a practical example for using instruments for inter-sectoral and cross-level coordination (Fertiliser Ordinance Amendment).

The second section “Case Studies” presents three different Nexus cases in detail: “Groundwater Management in the Hessian Ried”, “Pumped Storage Plants in Thuringa” and “Managing the Rhine River Basin”. These cases represent different scopes of Nexus management, from a local level to a European level. For each case, the main conflicts and different interests involved are assessed and presented. Afterwards, the applied Nexus instruments and interventions are described. Challenges that were encountered are presented as well as factors that led to a successful Nexus intervention. The final section compares the presented case studies with each other from a Nexus perspective and gives an overview of the most important Nexus related instruments and organisational forms, examples of the integration of sectoral interests, and legal, social and policy frameworks, that have been applied.
