Urban Nexus // Dynamic and Interactive Urban Nexus Trainings in Indonesia

By Ruth Erlbeck, Ralph Trosse, Rashane SalaNgarm. Two back to back workshops were organized end of November 2018 in Jakarta, Indonesia: an Urban Nexus Training and a Training of Trainers workshop. The interactive and participatory training introduced specific tools for analyzing urban Nexus challenges and defining influencing factors. The participants gave positive feedback on both parts of the workshops, expressing that the new perspectives and skills are of immense value for the daily work. Participants from training institutions expressed their intention of conducting the Urban Nexus training in the future and applying it to their own context and sectors.

The Urban Nexus Training

In total, 55 participants attended the Urban Nexus Training Workshop, representing ministries, agencies and training institutes on national and municipal levels. The interactive modular training on integrated resource management introduced the Urban Nexus approach as well as specific tools for analyzing urban challenges with a focus on inter- and intra- institutional cooperation both vertically and horizontally. These tools include for example PESTEL analysis (political, economic, social, environmental & legal factors) and an axis diagram in order to define influencing factors and to elaborate practical solutions. The training also included an interactive panel discussion on urban development topics chosen and identified by the participants. Challenges that were discussed, included urban management in Indonesia, urban waste and wastewater management, provision of urban clean water, and provision of housing in urban areas.

Different methodologies were introduced to the participants on how to identify stakeholders and synergies between sectors, jurisdictions and technical domains, how to increase institutional performance, optimize services quality and contribute to greater resource efficiency in the context of a circular economy. Moreover, participants learned about integrated planning approached in order to avoid poorly coordinated investments and underutilized infrastructure. The relevance of cities and municipalities for the achievements of global agendas was emphasized.

Urban Nexus Training of Trainers (ToT)

47 participants also attended the training of trainers’ workshop (TOT), which enabled participants to become trainers themselves, expand and improve own training skills through interactive training formats and act as multipliers. The participants had the opportunity to practice different methodologies, such as moderating, and were provided with visualization techniques. The new format of training matches well with the challenging tasks the Indonesian government has set to reduce bureaucracy, gradually strengthen regional and local governments aiming at a societal transformation towards more self-determination and private sector initiative.

The two events were conducted in the framework of the GIZ “Integrated Resource Management in Asian Cities: The Urban Nexus” project financed by the German Federal Ministry of Economic Cooperation and Development (BMZ). The workshops were conducted by two trainers from the German consultancy Denkmodell GmbH using the “Design Thinking Method”. The workshops were jointly organized by the BAPPENAS (the Ministry of National Development Planning, Republic of Indonesia responsible for formulating national development planning and budgeting as well as coordination of international development cooperation) and the GIZ Urban Nexus Project. The specific partner from BAPPENAS that jointly organized the workshops is the BAPPENAS training center or the PUSBINDIKLATREN.
