Project // Improving Security and Climate Resilience in a fragile Context through the Water-Energy and Food Security Nexus (Frexus)

The Frexus project fosters cross-sectoral and integrated approaches in resource management, within local communities in Mali, Niger and Chad that are faced with the consequences of resource scarcity and climate change. The vicious cycle of resource scarcity, competition, conflict and instability currently challenging many communities, can be turned into a virtuous cycle of resilience, sustainable resources management, cooperation and security. Frexus (Nexus in Fragile contexts) aims at providing adequate tools to address these challenges, avoid their negative consequences (such as competition and conflict over resources) and open doors towards sustainable development opportunities.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has been commissioned by the European Union and the German Ministry for Economic Cooperation and Development (BMZ) to implement the project: Improving security and climate resilience in a fragile context through the Water-Energy and Food Security Nexus (Frexus), in Mali, Niger and Chad. The objective to increase peace and stability in areas where resource conflict is exacerbated by climate change.

Frexus (Nexus in Fragile contexts) aims at fostering a change from a vicious cycle of scarcity, competition, conflict and instability into a virtuous cycle of resilience, sustainable resources management, cooperation and security. This can be achieved by providing people, communities, countries and regions with means to mitigate or avoid current potential negative impacts of resources use by one sector on another while considering the impacts of climate change. Cross-sectoral, nexus-based integrated approaches foster new opportunities for both development and increased peace and security.

Frexus focuses on local communities facing the consequences of resource scarcity and climate change, aiming at accompanying their adaptation with adequate tools to address these challenges in order to avoid negative consequences (such as competition and conflict over access to and governance of natural resources). This is done with the aim to create sustainable development opportunities even under climate change conditions, notably by developing and implementing concrete responses for adaptation in a participatory way. The inclusion of the security stakeholders and the most vulnerable parts of the population, especially women, is granted high importance in this context. Frexus contributes to several of the SDGs, namely SDG 2 (food security), SDG 5 (gender equality), SDG 6 (water security), SDG 7 (energy security) as well as SDG 16 (peace, justice and strong institutions). Likewise, it contributes to the Paris Agenda by helping communities, countries and regions adapt to the consequences of global climate change.
