Nexus Regional Dialogue Central Asia // European Union promotes "impactful investing" in water-energy-food Nexus projects

CENTRAL ASIA – The practical application of the Water-Energy-Food (WEF) Nexus approach in Central Asia was discussed on 24 June, 2021 at the second meeting of the Regional Steering Committee established in the framework of the EU-funded project “Nexus Dialogue in Central Asia” (Nexus Project).

Some 60 representatives of line ministries in charge of the management of water, energy, land, agriculture and nature protection from Central Asian countries, EU Delegations, experts and development partners present in the region discussed the benefits of the WEF Nexus approach to enhance the rational use of natural resources.

The interim results of the Nexus Project were presented for discussion, including technical assessments related to: i) the Tuyamuyun Hydro-Complex, a transboundary facility between Turkmenistan and Uzbekistan, and ii) saxaul planting at the North Aral in Kazakhstan.

Climate Fund Managers, the World Bank, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Organization for Economic Co-operation and Development (OECD) discussed an innovative approach of “impactful investing” to financing Nexus-based projects in Central Asia. All participants recognized the need to continue exploring new cooperative models to ensure financing of WEF Nexus-based projects.

“By joining efforts with international financial institutions, development partners and beneficiary countries, we promote a formula that links investors with national and private borrowers whilst ensuring positive change to the environment,” stated Maciej Madalinski, Head of Political, Press and Information Section, EU Delegation to Kazakhstan.

“We are excited to drive the institutionalisation of the WEF Nexus approach in Central Asia to support ongoing reforms and contribute to better access to “impactful investing” for the countries of our region,” noted Zafar Makhmudov, Executive Director of the Central Asia Regional Environmental Centre.

The Nexus Project is implemented by the Central Asia Regional Environmental Centre (CAREC). Duration of the Project: June 2020 – May 2023. Total budget: EUR 1.25 million with the EU’s contribution of EUR 1 million.

The second phase (2020-2023) of the European Union project "Central Asia Nexus Dialogue Project: Fostering Water, Energy and Food Security Nexus and Multi-sector Investment ( Phase II)" is a continuation of the first phase (2016-2019) and is being implemented by the Regional Environmental Center for Central Asia (CAREC). The project is part of the global Nexus Dialogue Program, which is being organized in five regions of the world with financial support from the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ).

This project is funded by the European Union.
