Nexus Regional Dialogue Central Asia // European Union supports the Basin Water Organization “Amudarya” to receive Investments

URGENCH – On 28-29 November 2018, 15 representatives of the Basin Water Organization (BWO) “Amudarya” from Tajikistan, Turkmenistan and Uzbekistan participated in a WEF Nexus workshop in order to elaborate on possible investment projects to foster water, energy and food security in Amudarya Basin. The BWO Amudarya consists of 27 organizations, and is responsible for the management of the river trunk, interstate canals and pumping stations within the basin area.

The seminar was organized by the Project "Central Asia Nexus Dialogue Project: Fostering Water, Energy and Food Security Nexus Dialogue and Multi-Sector Investment". The project is funded by the European Union and implemented by the Regional Environmental Centre of Central Asia in partnership with the International Union for Conservation of Nature (IUCN), and with the support of the Executive Committee of International Fund for Saving the Aral Sea. Phase I will last until December 2019.

The Nexus project team introduced participants to the concept of the WEF security Nexus, experiences and lessons learned from other regions, criteria for identification of multisectoral investment projects and financing opportunities provided by the EU Investment Facility for Central Asia (IFCA) and International Financial Institutions. In order to support the participants in designing investment projects themselves, the Investor’s Guide and the Knowledge Platform developed for Central Asian professionals by EU WECOOP2 project were introduced, too.

Through the discussion about seven investment project ideas, confirmed at the regional steering committee in Astana (12 October 2018), two most urgent demands of the Basin Water Organization Amudarya were identified and further discussed. One project idea involves the reconstruction, automatization and modernization of head water intake structures on the river with main canals in the upper, middle and lower reaches of the Amudarya river basin.

Marimbay Saparbayev, Deputy Chief of the BWO Amudarya, said:

"Eighteen million people live in the Amud Darya river basin and share its resources. Taking into consideration the trends of climate change, the degradation and desertification of the territories and the population growth, automatization and modernization together with extensive reconstruction and construction works are priority number one for BWO Amudarya to make our work effective”.

BWO members will propose the proposal for the second phase of the Nexus Regional Dialogue Programme in Central Asia and to the Aral Sea Basin Programme.
