Nexus Regional Dialogues Programme MENA // WEF Nexus Training under the framework of UNESCWA initiative for Capacity Building of Syrian Experts

On 29th Nov -1st Dec, NRD MENA contributed to the UNESCWA initiative for Capacity Building of Syrian Experts by providing a Water-Energy-Food Nexus training to 30 Syrian experts of the water, energy and food sectors.

On 29th November -1st December 2022, UN ESCWA in Beirut, Lebanon organised a capacity building event for Syrian experts under the framework of the National Agenda for the Future of Syria (NAFS) initiative. The Nexus Regional Dialogue Program in MENA contributed to the initiative by providing the Water-Energy-Food Nexus training to 30 trainees. The WEF Nexus Training Material formed the basis of the training programme and touched upon the concept of the approach but also presented practical examples as well as specific integrated projects that are supported in the context of the Nexus Regional Dialogues Programme.

The participants of the training, being specialised in the water, energy and food sectors respectively, aimed to enhance their capacities on cross-sectoral coordination and integrated solutions. To start, an assessment was conducted, focusing on existing policies and legislations in the water, energy and food sectors in Syria. Building on this, participants were encouraged to analyse options to better coordinate action and policies between the three sectors. This training event is intended to be the starting point for the creation of a Community of Practice on the WEF Nexus to exchange knowledge and draft proposals for WEF nexus projects and policies to be applied in Syria.

In the future, the ESCWA is planning to conduct a series of training of trainers in order to grow the Nexus CoP in Syria.

As part of its mandate to promote human development and democratic transition in the region, ESCWA launched the National Agenda for the Future of Syria (NAFS) Programme in 2012 to engage Syrian experts and stakeholders, from different backgrounds, in developing policy alternatives for the Syrian Arab Republic in preparation for the post-conflict phase. The NAFS Programme was launched and continued at a time when polarization within Syrian society was significant. It has continually succeeded in bringing together Syrians who, despite their disagreements, share common values, principles, and a unified vision for a post-conflict Syrian Arab Republic.

NAFS established an inclusive platform for Syrian-Syrian technical dialogue for Syrians from all walks of life, regardless of their political affiliation, to talk about recovery and sustainable peacebuilding in the post-conflict phase, while targeting actors and needs at the local, national, regional and international levels. The Programme offers Syrians the opportunity to take a prominent role in the post-conflict phase by providing them with a safe space to engage in discussions, to prevent and overcome a conflict trap, and to strengthen the resilience of local structures over the medium and long terms.
