Session at RGS 2018 // Cross-Sectoral Collaboration and the Water-Energy-Food Nexus: Lessons from Policy and Practice in Tanzania

The water-energy-food nexus recognises the strong interconnections between key sectors underpinning development in sub-Saharan Africa, all of which are vulnerable to climate change. Ambition to expand hydropower generation and intensify agricultural productivity will be increasingly challenged by water scarcity under climate change. To adapt to climate change effectively, nexus sectors require harmonised strategies. In this respect, coherent policy and coordinated action between sectors is crucial. This paper examines almost 50 sectoral policies and plans combined with key informant interviews to examine the evidence for coordination across nexus sectors in Tanzania.

The analysis shows how sectoral policies have mainstreamed climate change adaptation, particularly since the introduction of the National Adaptation Programme of Action. An emphasis on developing sectoral strategies for adaptation has resulted in some contradictory policies and plans. Furthermore, without formal mechanisms to engage and coordinate between the sector ministries, coordination is hampered as many strategies require direct support from other related water, energy or food sectors. Interviews highlight that engrained sectoral approaches combined with restricted budgets have further embedded the sectoral approach leading to a stark gap in implementation of action.

This paper highlights two key findings that are exemplified in Tanzania but likely to be applicable to other sub-Saharan African countries. Firstly, a strong influence of internationally-driven climate change policy processes on mainstreaming adaptation into sectoral policies and plans is apparent. Secondly, previous emphasis on sectoral approaches to mainstreaming adaptation has resulted in limited implementation as cross-sectoral coordination is lacking.
